yeah its on all wikis something to do with a change in US federal law, it was on the Wikia central. it will bring good things and bad things.
Yup, the change is that IP address is now considered to be personal information, and it's illegal to collect that info from individuals under the age of 13 by US law. Since anyone contributing has their IP logged, Wikia decided they were safer to force all contributors to create an account. This has currently been enacted by Wikia on English-language wikis with content that is aimed towards children.
To be honest, most of the change will be good. It really isn't much of a hindrance at all to create an account, and Wikia was one of the few places that allowed users to contribute without creating an account of some sort. Most vandalism comes from anonymous editors - this will at least force them to create an account. For large-scale vandalism with numerous accounts involved, it would still be possible for admins to request an IP-range block from staff.
(Also, unlike some speculation, attempting to edit while not logged into an account will not block your IP. These wikis simply require individuals to be logged in to edit from what I understand)
It's all English wikis that are considered to be directed at children. More than half of the user comments on the Wikia Community blog about COPPA changes grossly misunderstand how this actually works on Wikia's side and the legal side, though.
